Disaster Recovery Allowance (Paper 014 – 014)
Export Finance Australia – Small Business Export Loan (Paper 014 – 045)
Export Finance Australia financially supports Australian exports of goods and services and overseas infrastructure development. In difficult times exporting could be an option for some businesses to consider.
This paper identifies how small exporters can access loans of between $20,000 and $350,000 to assist them in the development of exporting businesses.
Disaster Recovery Payment (if adversely affected by a major disaster) (Paper 014-020)
The Disaster Recovery Payment is a one-off, non-means tested payment that is available to assist individuals who have been adversely affected by a major disaster either in Australia or overseas. This payment is not for minor damage or inconvenience.
The recovery payment is targeted at people who had been adversely affected as a direct result of the disaster.
Funding that is available:
- $1,000 per adult
- $400 for each child under 16 years of age

Queensland:
Drought Assistance Concessional Loan Scheme (Paper 141 – 801)
This paper summarises the drought assistance concessional loans which are available to assist eligible Queensland farm businesses that have experienced significant financial impacts as a result of drought.
Disaster Assistance Loans – Essential Working Capital – Primary Producers (Paper 141– 807)
This scheme provides concessional loans to primary producers who have suffered a significant loss of income as a result of an eligible disaster.
Loans are provided for continuing the normal operations of the primary production enterprise.
The maximum assistance under this scheme is a loan of up to $100,000.
Essential working capital includes:
- Paying salaries and wages
- Paying creditors
- Paying rent or rates
- Buying goods
- Buying fodder or water for livestock or produce
- Transporting livestock or produce
Exceptional Disaster Assistance loans Primary Producers
Disaster Assistance Loans (Paper 141 – 803)
Loans of up to $250,000 for primary producers who have incurred costs arising out of direct damage caused by an eligible disaster.
The assistance is to assist primary producers to re-establish normal operations.
Victoria:
Drought Assistance Concessional Loan Scheme (Paper 143-801)
This loan supports eligible farm businesses by providing concessional loans to assist commercially viable drought affected farm businesses to continue to operate through drought conditions and recover once the season breaks and prepare for future droughts.
Dairy Recovery Concessional Loan Scheme (Paper 143-802)
This loan scheme supports eligible dairy farm businesses through providing concessional loans to dairy farmers.
New South Wales:
Natural Disaster Loan – Primary Producers (Paper 142-801)
This scheme provides concessional loans to primary producers who have suffered a significant loss of income as a result of an eligible disaster.
The maximum assistance under this scheme is a loan of up to $130,000.
The amount available to an applicant is based on an assessment of the applicant’s financial position, including any amount recovered under an insurance policy.
The loan cannot be more than the amount of essential working capital reasonably required.

Queensland:
Drought Relief Assistance Scheme (Paper 141 – 802)
This grant assists primary producers in the grazing industry to manage their livestock resource during drought and to assist in the restoration of that resource after drought. The scheme applies to all aspects of the grazing industry, including beef or dairy cattle, sheep, goats, deer or horses. Grants of up to $20,000 are available.
Drought Relief from Electricity Charges (Paper 141 – 805)
This grant provides relief from electricity charges that relate to pumping water for farm irrigation purposes. Financial assistance is available in drought declared areas or if the applicant’s property has been drought declared.
Special Disaster Assistance Recovery Grants – Exceptional Circumstances (Paper 141 – 806)
This scheme provides an exceptional circumstances grant to primary producers to help pay for the costs of clean-up and reinstatement of primary production enterprises that have suffered direct damages as a direct result of an eligible disaster. The grant is up to a maximum of $75,000.
Special Disaster Assistance Recovery Grants – Primary Producers – Cyclone Trevor (Paper 141 – 813)
This is an exceptional circumstances grant to primary producers to help pay for the costs of clean-up and reinstatement of primary production enterprises that have suffered direct damage as a result of an eligible disaster – Cyclone Trevor.
Special Disaster Assistance Recovery Grants – Primary Producers in North and Far North Queensland Monsoon January/February 2019 (Paper 141 – 814)
This grant supports the recovery of primary producers impacted by the monsoon trough that caused significant problems from 25 January 2019. This grant assists primary producers to clean up and reinstate the primary production enterprises that have suffered direct damage as a result of the eligible disaster.
Emergency Bushfire Response in Primary Industries (Paper 141 – 816) $11 (incl GST)
This grant is to assist primary producers directly affected by the Eastern Queensland bushfires, 7 October – 19 December 2019 with costs associated with immediate recovery activities needed to rebuild their primary production enterprises.

This grant assists primary industries directly affected by the Eastern Queensland bushfires, 7 October – 19 December 2019 with costs associated with immediate recovery activities needed to rebuild their primary production enterprises.
The maximum grant is $75,000
North Queensland Restocking, Replanting and On-Farm Information Grants (Paper 141 – 812)
This grant supports the recovery of primary producers impacted by the monsoon trough that caused significant problems from 25 January 2019. This grant assists primary producers to clean up and reinstate the primary production enterprises that have suffered direct damage as a result of the eligible disaster.

The grant is up to a maximum of $75,000.

Animal Welfare Transport Subsidy NSW (Paper 142-809S)
Donated Fodder Transport Subsidy NSW (Paper 142-810S)
Victoria:
Emergency Bushfire Response in Primary Industries Grants – Victoria (Paper 143 – 803)
This grant provides assistance for primary producers to help pay for costs of clean-up and other emergency measures including disposal of dead stock and rebuilding or replacing damaged or destroyed on-farm infrastructure.
The grant is up to a maximum of $75,000.
2020 Victorian Bushfire Recovery Support Program (Paper 143-804)
This support program is for primary producers for:
- Transporting of stock to agistment
- Transporting of stock to sale or slaughter
- Transporting of emergency fodder
- Transporting of emergency stock drinking water
The maximum recovery is $15,000 (GST exclusive) per farm business.
On Farm Emergency Water Infrastructure Rebate Scheme (paper 143 – 806)
This grant provides for one off rebates to eligible primary producers and horticultural farmers for the costs associated with the purchase and installation of on-farm water infrastructure that addresses the needs of grazing livestock or existing permanent horticultural plantings and improves resilience to drought.
The maximum rebate that can be claimed is $25,000 (GST exclusive).
Southeast Victoria Bushfires Clean-Up and Restoration Grants – Primary Producers (Paper 143-809)
This grant may be used to cover the expenditure involved in clean-up and reinstatement of the property not covered through any other form of assistance.
The maximum grant support available is $10,000.

Queensland:
Exceptional Disaster Assistance Loans – Primary Producers and Businesses (Paper 141-815)
The Exceptional Damage Loan Scheme provides concessional loans to help eligible entities pay for costs arising out of exceptional damage caused by the eligible disaster – the North and Far North Queensland Monsoon Trough, 25 January – 14 February 2019.
The maximum loan is $1 million.
New South Wales:
Special Disaster Loans – Bushfires (Paper 142 – 805)
These loans will support small businesses, primary producers and not-for-profit organisations directly affected by the 2019/2020 bushfire disaster events.
Concessional loans of up to $500,000 are available in 2 categories:
- A bushfire working capital loan of up to $50,000
- A bushfire recovery loan of up to $500,000
Victoria:
Victorian Bushfire Concessional Loans (Paper 143 – 805)
These loans are to support small businesses, primary producers and not-for-profit organisations directly affected by the Victorian bushfires commencing 21 November 2019.
Concessional loans of up to $500,000 are available.
South-East Victoria Bushfire Recovery Loans – Primary Producers, Small Businesses, Not-For-Profit Organisations (Paper 143 – 810)
Loans are available for eligible primary producers, small businesses and not-for-profit organisations whose properties suffered direct damages a result of the South East Victorian bushfires 2019.
Maximum loan up to $200,000 for direct damage.
Maximum loan of up to $100,000 for significant loss of income.
South-East Victoria Bushfire Recovery Loans – Primary Producers, Small Businesses, Not-For-Profit Organisations (Paper 143 – 810)
Loans are available for eligible primary producers, small businesses and not-for-profit organisations whose properties suffered direct damages a result of the South East Victorian bushfires 2019.
Maximum loan up to $200,000 for direct damage.
Maximum loan of up to $100,000 for significant loss of income.

Exceptional Disaster Assistance Loans (Paper 141-815)
Natural Disaster Assistance Loans – Small Businesses (Paper 141 – 804)
This scheme provides concessional loans of up to $250,000 to small business owners whose buildings, plant and equipment or stock have been significantly damaged by a declared natural disaster and who have been unable to obtain commercial finance, but nevertheless have sound prospects of long-term viability.

This scheme provides concessional loans to small business owners who have suffered a significant loss of income as a result of an eligible disaster. Loans are provided for continuing the normal operations of the small business.

Andrew Geddes has been involved with business improvement work with professional service firms and smaller private companies for over forty years. He created one of Australia’s most successful business consulting and training companies in the process (FMRC Pty Ltd in Armidale, NSW).
He was the Inaugural Chairman of Greencross Limited, a veterinary group that was listed in 2005. It grew to become a top 200 ASX company in 2014, before being purchased by private equity in 2017.
Andrew spent twelve months in the late 90s working with accounting firms in the UK and North America. His material was enthusiastically received in these markets. He conducted practice development planning retreats, firm reviews, succession management and specialty service development sessions with firms of all sizes. He also spoke at conferences and seminars on a regular basis.
Andrew now specialises in assisting business owners create Senior Management Teams so that they can further develop their businesses and create succession solutions in time. He is an experienced External Chairman and Business Improvement Coach.
He currently works with both consulting and manufacturing engineering firms, surveying and land development firms, accounting firms, management consultants and IT scale ups.
He has run management skill development workshops for over forty years and is an experienced adult educator drawing on his chairmanship experience, business coaching and executive management positions.

Having grown up on a farm Kevin learnt early that you had to learn a variety of skills as help was too far away. He is very much a development type person and doesn't like routine. He didn't like the cities either, so living in remote areas meant you had to develop many skill sets yourself.
Consulting was his perfect career choice.

Matthew was the founder and Principal Solicitor at AMK Law. He consistently engaged with small business owners and entrepreneurs seeking to expand by delivering high-level legal advice and services. Before starting AMK Law, Matthew worked in major firms and organisations including Clayton Utz, HWL Ebsworth and ASIC. As a result, he is very well-equipped to deal with matters of any size and complexity and working with a broad range of clients, from small and medium enterprises through to large Australian corporations, including Indigenous organisations and government bodies.
